The current LOK framework
The current framework under the National Ordinance on Games of Chance (LOK) is based on direct licensing by the Curaçao Gaming Authority. It provides for an Online Gaming Licence for B2C activities and a Supplier Licence for B2B activities, subject to applicable requirements.
A direct licensing approach
The historic master-licence/sub-licence model is not the current basis of the regime. Businesses should assess their position under the LOK/direct licensing framework and the Authority’s current published rules rather than rely on historical assumptions.
Readiness beyond the application
Camilleri Consultancy supports business-model and licence assessment, application preparation, governance, AML/CFT, Responsible Gaming and operational readiness. Post-licence planning considers how the business will maintain controls, oversight and operating capability.
Requirements must be confirmed
Scope, eligibility, documentation, fees and ongoing obligations should be verified against the current CGA publications. Strategic and operational consultancy does not replace qualified legal advice or guarantee approval.

Frequently asked questions
Is the historic sub-licence model still the basis?
No. The current regime uses the LOK/direct licensing framework. Historical master-licence arrangements should not be used as the basis for a new licensing strategy.
What is the difference between B2C and B2B?
An Online Gaming Licence concerns B2C online gaming; a Supplier Licence concerns B2B supply activities within the applicable framework. Confirm the correct scope with the Authority.
What preparation is needed?
Review the business model, ownership, governance, AML/CFT, Responsible Gaming and practical operating arrangements against current application requirements.
Are approval or timelines guaranteed?
No. The Authority determines licensing outcomes. Requirements, fees and timelines must be checked against its current publications.
